What is an Impact Fee? A charge or assessment imposed by a City to generate revenue to a fund or recoup costs of capital improvements or facility expansions associated with new development. The impact fee development and assessment process is governed by Texas Local Government Code Chapter 395.
During their regular Council meeting on May 4, 2023 the Brenham City Council approved a Professional Services Agreement with Strand Associates to perform an Impact Fee Study in accordance with Chapter 395 of the Texas Local Government Code. Impact fees for water, wastewater and roadways are currently being evaluated to help finance infrastructure improvements needed in response to growth and new development. Impact fees reduce the economic burden on existing citizens by increasing development costs in conjunction with subdivision platting and new development. On July 13, 2023 the City Council approved the formation of the Capital Improvements Advisory Committee (CAIC) which is comprised of the 11-member committee listed below. The CIAC is tasked with the review and recommended adoption of assessing impact fees following the results of the Study as prepared by Strand.
