As set forth in the Creation Ordinance (O-18-019), the Board shall consist of nine directors appointed by the City Council.

Terms expire December 31 of the member's designated term expiration.

In accordance with Section 311.03 of the Texas Tax Code, city's can create special districts to encourage new investment in areas that otherwise might not attract development. A Tax Increment Reinvestment Zone (TIRZ or Zone) is an economic development tell that captures the projected increase in tax revenue that is created by development within a defined area and reinvests those funds into public improvements and development projects that benefit the zone.
