City of Brenham Announces New Chief Financial Officer and General Manager of Public Utilities

The City of Brenham announced today, April 29, 2024, the appointment of two leadership positions within the City.

Chief Financial Officer

Julie Flagg will serve as Chief Financial Officer (CFO). With a distinguished career spanning decades, Julie brings a wealth of experience and expertise to her new role.

A proud alumni of Texas A&M University, Julie graduated in 1989 with a Bachelor's degree in Accounting and Finance. Throughout her career, she has held pivotal financial roles in organizations such as O.I. Corporation, Freebirds World Burrito, Emerson, and most recently, Valmont Industries in Brenham, where she served as the Site Controller.

In her new capacity as CFO, Julie will oversee all the operations of the finance realm and strategic budgeting functions within the City of Brenham. Reporting directly to City Manager Carolyn Miller, Julie will play a crucial role in maintaining and enhancing the financial stability of the city, while upholding the highest standards of integrity and transparency.

City Manager Carolyn Miller expressed, "We are thrilled to welcome Julie to the City of Brenham. Her proven track record and leadership skills make her the ideal candidate to lead our Finance Division."

General Manager of Public Utilities

William Bissette will serve as the new General Manager of Public Utilities and brings a wealth of experience and expertise in the utilities sector.

With a distinguished career spanning both the public and private sectors, William has honed his skills in every aspect of Texas utilities. His extensive municipal experience includes positions at Bryan Texas Utilities (City of Bryan), where he dedicated over 17 years, starting as a Journeyman Lineman and advancing to Supervisor. He also served the City of Seguin as the Director of Utilities for over a decade, contributing significantly to the city's infrastructure development. Additionally, William has held key roles at Floresville Electric Light and Power System and McCord Engineering, where he demonstrated his leadership and commitment to excellence.

City Manager Carolyn Miller states, "We are thrilled to welcome William to the City of Brenham. His proven track record and depth of experience make him the ideal candidate to lead our Public Utilities Division."

As General Manager of Public Utilities, William will oversee the management and operations of the city's utilities division, ensuring the delivery of reliable and efficient services to residents and businesses of Brenham.
