Drainage Utility Charge (DUC) at Work - Hickory Lane

On April 20, 2021 City of Brenham personnel and Strand and Associates opened bids regarding drainage improvements on Hickory Ln off of Niebuhr St. In the past we have had severe issue of water draining off of public right of way and negatively affecting private property towards E. Stone St. Basically, there is no underground storm sewer at the end of Hickory Ln. With this project we will add a curb inlet box at the cull-d-sac of Hickory Ln and add drainage pipe leading towards E. Stone St. This will make sure that stormwater from the right of way doesn’t erode private property and is directed in the dedicated storm sewer along E. Stone St.

There were 5 bids received with Mercer Construction Company submitting the lowest bid at $158,950. Bids were pretty comparable within the $158,000-$263,000 range. We are comfortable awarding this project to Mercer Construction Company as we have worked with Mercer in the past and most recently, they have completed drainage and utility work along Gavin Dr for a private developer.

We have planned for this project with our Capital Improvement Plan and the funds have been dedicated through the Drainage Fund which was established for this purpose in early 2020. The project estimate was $170,000. The contract period is for 90 days from notice to proceed and we will work diligently with the contractor to perform this work when school is out, (Late May) and when school begins (Mid-August) to have the least amount of impact on E. Stone St when we conduct work in that area.

We would like to ask council to award Bid # 2020-03 to Mercer Construction Company for the drainage work on Hickory Ln in the amount of $158,950.
